The publication used a 12-part formula to rank all 166 cities and towns in the Albany area, defined as Albany, Columbia, Fulton, Greene, Hamilton, Montgomery, Rensselaer, Saratoga, Schenectady, Schoharie, Warren and Washington counties.

Among local municipalities, Albany ranked 108, Schenectady was 157 and Troy at 147 of 166 communities in the region.

Villages were excluded because they are officially classified as subdivisions of towns.
